About AOCN Services

An AOCN is an Administrative Operating Company that has
contracted with Telcordia Routing Administration (TRA) to provide inputs into the BIRRDS database. Every exchange carrier that requires
CLLI codes and NPA-NXXs tooperate their business needs an AOCN.
Exchange Carriers may either
act as their own AOCN or hire an independent AOCN provider to act on their
behalf. All Exchange Carriers and independent AOCN providers must sign a TRA
Fair Share agreement with Telcordia in order to gain access to the database.

BIRRDS
database

BIRRDS stands for Business Integrated Routing and Rating
Database System. This database contains the routing and rating information on
every NPA-NXX and CLLI code assigned. Telcordia administers the BIRRDS database
and uses it to publish a number of industry routing and rating documents, such
as the LERG (Local Exchange Routing Guide) and TPM (Temporary Point Master).
These documents provide Exchange Carriers with the detailed routing and rating
information they need to program their translation tables and billing systems.

TRA Fair Share
Agreement
|
Every AOCN must sign a TRA Fair Share
agreement with Telcordia in order to have access to the database. This agreement
not only lays out the standards of use, but guarantees that Telcordia will be
reimbursed for the cost to maintain the database. Since the BIRRDS database is
an industry-wide resource, the cost to maintain it is distributed evenly among
all exchange carriers that have codes in it. Each exchange carrier is charged a
yearly fee based on the number of codes they have in the database each
month. Exchange
Carriers acting as their own AOCN pay this fee directly to Telcordia, while
carriers who hire an independent AOCN pay the fee to their AOCN provider, who is
responsiblefor paying Telcordia.

BackUP AOCN
Services

BackUP Telecom Consulting is authorized by
Telcordia to act as an independent AOCN provider for any Exchange Carrier in the
United States. Exchange Carriers may hire BackUP as their AOCN
provider if they do not have an AOCN provider or if they wish to switch from
their current AOCN provider to BackUP. Under this arrangement, ALL codes
belonging to the exchange carrier must be placed under BackUP's AOCN number. A
special AOCN contract is required, since the Exchange Carrier will be
responsible to reimburse BackUP for all TRA Fair Share fees charged during the
time the Exchange Carrier's codes are listed under BackUP's AOCN
number.
